Santa Ana, CA (April 22, 2026) – NAIOP SoCal, the leading association representing commercial real estate in Southern California, is pleased to announce that California State Assemblymember Juan Carrillo (AD-39) has been named its 2025 Public Partner of the Year. The honor recognizes his leadership, collaboration and support of policies that promote economic growth, regulatory clarity, and responsible development for California’s commercial real estate and goods movement industries.
Assemblymember Carrillo played an integral role in helping advance Senate Bill 415, which Governor Gavin Newsom signed into law on October 3, 2025. The measure delivered long-awaited clarifications to Assembly Bill 98 and marked a step forward for California’s industrial real estate sector. Among other improvements, SB 415 clarified dock door orientation requirements, protected projects already deep in the entitlement pipeline, and established statewide baseline standards for walls and buffers while preserving local authority to adopt stronger standards. In all, SB 415’s sixteen negotiated changes brought much-needed clarity to AB 98, reduced barriers to development, and maintained meaningful community safeguards. NAIOP SoCal especially appreciated Assemblymember Carrillo and his staff for their diligence in helping ensure that many important clarifications remained intact throughout the legislative process.
