NAIOP SoCal, working in close collaboration with the Supply Chain Federation, played the leading role in the successful advocacy effort to defeat SB 1075. The victory followed months of sustained advocacy in Sacramento and culminated during NAIOP SoCal’s August 11-12 Advocacy Trip to Sacramento, when Members and staff participated in more than two dozen legislative meetings and strongly urged lawmakers to reject the bill.
At the forefront of the effort was NAIOP SoCal’s Senior Government Relations Advisor Adam Regele, who spearheaded the organization’s lobbying campaign against SB 1075 and worked closely with several air districts, organized labor (LiUNA), and other trade associations to build opposition and communicate the bill’s consequences directly to legislators and staff.
SB 1075 was a priority opposition bill for NAIOP SoCal because it would have expanded California’s AB 617 community air protection framework in ways that could create greater regulatory uncertainty and discourage commercial and industrial investment. NAIOP SoCal also opposed the bill’s intent to transform community-developed emission reduction plans into enforceable obligations outside the standard and transparent rulemaking process under the authority of accountable public agencies.
